A content management system (CMS)is designed to simplify the publication of web content to web sites, allowing content creators to create, submit and manage contents without requiring technical knowledge of any Web Programming Languages such as HTML or the uploading of files.
My personal favority CMS is Get Simple CMS. Their mission statement can be read here, and is so close to how I feel that I intend to study it and then make it my own
